UK Local Authorities Intend to Sell Off Community Hubs and Sports Centres to Balance Books

Based on a recent study of municipal councils, English councils are planning to offload community centers, athletic facilities, and shopping arcades as they rely on a rapid disposal of assets to stabilize finances.

Growing Fiscal Challenges Drive Asset Sales

The Key Cities Group representing major urban areas in the UK stated that 60% of councils are intending to dispose of properties to cover the rising costs of adult and children’s social care.

Councils have in the past faced criticism for selling playing fields and land to support their budgets, but they argue they must continue to raise vital cash from property disposals or face insolvency.

The group said that a significant number of authorities seeking to raise money from a quick sale of assets marked “a distinct shift from 2024, when the largest share (six in ten) of municipal officials said they would prioritise restructuring services and utilising savings to weather increasing fiscal pressures.”

Specific Examples of Planned Disposals

Medway Council in southeast England announced its property management strategy featured the disposal of a retail complex in Rainham and a community venue in another town to raise 20 million pounds over the next half-decade.

  • A local golf course and business parks held in two English counties, which all provide rental income for Medway council, will also be sold under the plan.

Council Tax Increases and Wider Financial Pressures

The survey of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will need to raise local levies next spring to address the rising cost of essential services, increased rates of housing insecurity, and a persistent housing shortage.

The authority said it will proceed with asset sales after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but some of these take time to deliver both improved services and cost efficiency,” stated a council leader.

He added: “We face population challenges which will persist to add to the pressures we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

National Trends and Forecasts

Research of county councils recently further found council budgets being strained by the growing number of young people and adults requiring special educational assistance.

The County Councils Network projected that council deficits will reach £4.4bn a year by 2029, as they struggle to manage rising needs.

Ministers have put off scheduled changes to the special educational needs framework until next year after a white paper setting out those changes was recently delayed.

Deprivation and Funding Gaps

According to the latest deprivation measures (the Index of Multiple Deprivation) covering English councils, several key cities members were among the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the latest deprivation indices,” said the report.

“While only a single urban area is among the top 10 for disadvantaged communities nationally, cities are far more likely to be in the most deprived fifth of the nation. The data highlights the extent of difficulties facing local leaders across key cities in the next twelve months,” the report added.

“Council officials have been clear about the necessity for a fair and sustainable funding system that accounts for and addresses the real levels of disadvantage and demand,” stated Michael Mordey.

“Without this, councils will continue to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the detriment of their residents.”

One in five of local authorities have reduced or weakened care services in the last year, the study revealed.
